Nazilli Chamber Of Commerce Attended The Council Meeting Of Chambers Of Commerce

The council meeting was chaired by Rifat Hisarcıklıoğlu, President of the Union of Chambers and Commodity Exchanges of Turkey.

Council member and NTO President of the Board Nuri Arslan and Assembly President Gürdal Yüzügüler and Chamber of Commerce Council members attended the meeting held via video conference.

TOBB President M. Rifat Hisarcıklıoğlu, addressing the chamber presidents, gave information about the work they have been carrying out since the beginning of the pandemic process. Later, the chamber presidents took the floor and conveyed the sectoral problems and solution suggestions.

Speaking at the meeting, Nuri Arslan, Chairman of the Board of Directors of our Chamber, was excluded from the implementation of Nazilli even though six districts within the responsibility area of Nazilli Chamber of Commerce were included in the scope of 3rd region support with the amendment made in the decision regarding state aids in investments. and commented on the insufficiency of industrial investment areas. In his statement on the subject, “We want to convey the problems and solution suggestions from our members both in writing and verbally these days when the pandemic process continues.

Nazilli not being included in the scope of 3rd region supports

With the amendment made in the decision on state aids in investments published in the Official Gazette; It has been announced that 3rd region supports will be applied for the investments to be made in the districts of Bozdoğan, Sultanhisar, Yenipazar, Kuyucak, Karacasu and Buharkent in our region. We are pleased that the investments to be made in the districts in our area of responsibility will receive more incentives from now on. However, the reason why Nazilli, who is in the same region, was excluded was not understood. Investments in Nazilli district continue to be evaluated within the scope of 2nd region supports. We request that Nazilli, along with the districts that are similar to each other in terms of their geographical location and general economic structure, benefit from the support of the 3rd region, should be reconsidered.

Industrial and Investment Space Insufficiency

Industrial areas, which are planned to be built or opened to construction by municipalities, are unfortunately sold to small and medium-sized enterprises that want to invest at prices well above their market value and the price increase occurs in this area. The need for industrial areas is high in the districts of Kuyucak, Karacasu and Bozdoğan, which are located in our area of responsibility, especially in Nazilli. If a land is taken into an industrial area, its value increases 10 times. Until now, no solution has been produced for the industrial area requirement, except for organized industrial areas (OIZ). Since small scale enterprises are not located in the OIZ area, there is a need for an industrial area other than OIZ. Those who want to invest cannot find a suitable area even on the condition that they pay the price, or the sales price is determined by the land brokers. The business owner has to invest his valuable capital in the land during the establishment phase. Especially like the Nazilli region; New industrial areas are more needed where more than half of their land is considered agricultural land. We think that the solution to the problem is the industrial areas that will be given to the investor in return for the price through TOKI. The land that is suitable for industrial-manufacturing parcels is purchased by TOKI (or another institution that can act with similar authorities) in value and the necessary infrastructure and zoning arrangements are made and invested in the real needy owner, namely the investor (with the industrial plot qualification) and within the specified period with a reasonable profit margin. If it is sold on condition that it is completed, the new employment fields that our country needs will be met in a shorter time and at an affordable cost. For example, land prices in our region are between 15-30 TL / m2. Even if the land with an average price of 20 TL / m2 is purchased 30 TL / m2, the infrastructure and zoning status of this land has been completed and the cost of the industrial area will be 80-90 TL / m2. If it is sold to the industrialist with a very low profit margin or at these prices without adding any profit when necessary, both the landowner will not be a victim because he sells his place in value, and the real industrialist will have the industrial area at reasonable cost. In this way, a significant part of the obstacles in front of the real entrepreneur acting only for production and employment will be eliminated. TOKI or an institution similar to the past land office should be assigned in this regard and if necessary, the issue should be submitted to the relevant authorities for legislative change.

Economic effects of universities being closed

In order to continue the pandemic process and to prevent possible risks, education continue online at the university. As a result of the universities not being opened, especially the private dormitory operators, the real estate sector, the supplier companies, especially the private education institutions, and the whole region are negatively affected economically. “We demand the necessary measures to be taken in order to eliminate the grievances of our members because the departments at the university are not opened to face-to-face education.

Our Chamber Council President Gürdal Yüzügüler stated that the loans issued during the pandemic process should be postponed and the discounted VAT application will continue in 2021. He explained the details of these problems;

Postponement of Loan Installments Which Will Be Allocated and Payments Will Begin During the Pandemic Period.

Many of our members have benefited from the Nefes, Cansuyu and attendance loans that have been put into practice to support our small and medium-sized enterprises in the process of pandemic measures, and loan allocations in general have achieved their purpose. During the elapsed period, the grace periods of the loans have expired. For the loans announced later, installment payments will start within one or two months. However, the effects of the economic bottleneck that started in our country in March have not yet passed. We cannot say that the markets have recovered and their ability to pay has increased in the past eight months. Therefore; We receive intensive requests from our members regarding the postponement of loan installments. Otherwise, many of our small and medium-sized enterprises express that they will be in a difficult situation due to the loans they cannot pay. We demand that this request be taken into consideration.

Continuation of the Workplace Rent Withholding Reduction to be applied until 31.12.2020 and the Discounted VAT Application to be made in various sectors until the end of the year for 2021.

The economic balances that have deteriorated due to the pandemic process experienced all over the world have adversely affected almost all businesses in our country. Among the measures taken due to the economic crisis, the workplace rent stoppage reduction, which will be applied until the end of the year, is expected to continue in 2021. In addition, considering that the pandemic process will continue in the upcoming period, our members demand that all practices for the benefit of members such as loans, support and tax reductions given this year will continue in 2021, ”he said.
